New Appointments at the IAEA

The Director General of the International Atomic Energy Agency (IAEA), Dr. Hans Blix, has announced the following appointments:

Mr. Hans Christian Cars, from Sweden, as Director of the Division of General Services, Department of Administration.

Mr. Cars studied Economics, Political Science and Russian at the University of Stockholm, Sweden and the Graduate Institute of International Studies in Geneva, Switzerland. He completed his studies with a Ph.D. in Economics from the University of Stockholm. After serving in the Swedish General Export Association, he worked as a correspondent for various Swedish daily newspapers in Bonn, Germany. In 1970 he became research assistant and subsequently university lecturer in Economics at the Nationalekonomiska Institutionen in Stockholm. After serving as Deputy Director in the Swedish Ministry of Defense, he became Comptroller of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) in Vienna from 1987 to 1993. In September 1993 Mr. Cars joined the Organisation for Security and Cooperation in Europe (OSCE) where he served a four year term as Director of Administration and Budget.

Mr. Hugh D. Livingston, from the United Kingdom, as Director of the Marine Environment Laboratory of the IAEA in Monaco.

Mr. Livingston concluded his studies of Chemistry at the University of Glasgow with a Ph.D. in Chemistry. After work at the Woods Hole Oceanographic Institution at Woods Hole, Ma., USA, he held a position as Post Doctoral Investigator at the Bowman-Gray School of Medicine in Winston-Salem, NC, USA. From 1971 to the present he was senior research specialist and Director of the US Joint Global Ocean Flux Study (JGOFS) at the Woods Hole Oceanographic Institution.
